BREAKING – Albion College Administration Admits There is a Michigan Attorney General Inquiry

City Watch can now report that according to multiple sources, Albion College administration has finally admitted to their staff the Michigan Attorney General’s (AG) office is involved in looking into things at the school and that they are at this time cooperating.  City Watch reported Thursday November 10, (click here to read original story) of the ongoing investigation and that most of the Board of Trustees were unaware of the investigation at that time. The Board met on Tuesday November 15 for a special meeting. Those close to the school said that it was, to their knowledge, an unplanned meeting and most likely called to address City Watch reporting.

The AG office stated (click here to see story of AG response) in a reply to City Watch asking, “if an investigation is underway involving the college”, the AG said that no investigation was underway of the college.  City Watch did not ask if such an investigation was an “inquiry” or is one that would include current and former employees though.  Legal sources feel that is most likely the reason for the AG denial. Either way there is a probe of college finances by the AG office.

City Watch NEWS sent an email to the Michigan Attorney General’s office this morning asking for a response to our reporting that there is an investigation ongoing regarding Albion College. City Watch NEWS stands by its reporting and has confirmed beyond any shadow of doubt that the Attorney General’s office has been looking into Albion College and has some type of investigation ongoing. We may be dealing with “lawyer speak” as they did answer the exact question we asked. City Watch will follow up as this story develops. Click here for link to our original story on City Watch.

Michigan Attorney General Probe Underway – Albion College Finances Questioned

City Watch NEWS has learned that a third audit of Albion College finances is currently underway and may point to illegal financial “shifting of money” by the college. City Watch NEWS found out in the spring of 2022 that an audit was underway. When sources were questioned, it was told to us the audit is normal for colleges and universities that underwent senior staff and leadership change. Mat Johnson, the President of the college, was relieved of his duties on Christmas eve of 2021. The understanding at the time was that Johnson would return once “things cooled down” on campus and in the city (Albion).

The audit was a detailed one and sources said that unless anything ‘big” was found that there would be no more audits. When asked by City Watch what would it take for the auditors to return? “Only if something was missing” according to the source. In the summer of this year City Watch confirmed in fact a second audit was underway at the college by the same firm as the first, and “they were looking for misplaced money” according to sources. Sources state that funds that were earmarked for specific projects of an alumnus were shifted to other unauthorized projects during the Johnson administration.

City Watch learned from sources that a third audit was started today and exactly who the auditors were or what organization they are from is unknown. One source felt they were another auditing firm but a second said they were afraid it was “someone from the Michigan Attorney General office”.

City Watch has heard from several sources that an ongoing investigation by the Michigan Attorney General is underway that involves looking at finances of the college.

City Watch has reached out to several staff members of the college, and many have expressed a desire that the State Attorney General get involved. One staffer said, “How can any of us trust the administration?” “I think it’s time for an outside look, it smells of cover-up”

City Watch has reached out to the Attorney General’s office in Lansing and is awaiting a reply.

Closed Session of Albion Council Allegedly Seeks to Remove City Manager Haley Snyder

Monday night at 7:00 P.M. the Albion City Council will meet for its regular meeting. The paragraph above is taken from the agenda for the meeting and City Watch has been told that this meeting allegedly will address issues regarding the City Manager of Albion, Haley Snyder.

According to sources the meeting is being driven by charges that came about after an internal investigation by the council. This has been an ongoing attempt by council who apparently is now using information from a former disgraced administrative employee trying to settle a perceived alleged wrong to that employee. There is more than a former employee with trumped up charges as motivation, council has had other motivations that City Watch has brought forth in the last few years.

It has long been a dream of former Albion Mayor Garrett Brown to run the city of Albion with an iron fist. He was willing to try and change the city charter from its current City Manager style of government in which the City Manager runs the city and reports to the council, to what is called “Mayor strong” form where an elected Mayor runs the city and reports to the council. Brown would eventually be voted out of office after hiring a city manager who stole from city coffers. That has not stopped his influence on the current council.

Last year, former Albion College President Mat Johnson was trying to influence members of council by promising millions to their pet projects and Brown was there as well with his agenda. Johnson was, according to sources, willing to help in any way to help control the council. This involved attempting to influence the Marshall Public Schools Bond issue that would have brought a needed elementary school to Albion. That attempt was driven by Johnsons control over then Board President Dick Lindsey with whom he had hired to do legal work for the college as well, Lindsey continues to be an employee of the college. Though Johnsons idea for the new school went against public opinion, he with current and former members of Albions council desperately tried to sway the public to approve it. That bond was soundly defeated.

Monday Council Meeting

If we remember just shortly after Snyder was in place council tried to push through an item that would more than likely see Snyder fired by them. Council members Lenn Reid and Nora Jackson felt the wrath of citizens as over a dozen Snyder supporters made it painfully clear that these actions need to stop during the meeting in question. Council would back down but once again they are here attempting to try again. The meeting scheduled for 7:00 P.M. in the council chamber will have an opportunity for the public to speak during the first public comment time in which you can tell council enough.

The Plan

City Watch has learned through sources that the plan to oust Snyder is a small part of what is to come. Sources state that former mayor Brown wants to be installed as interim and eventually permanent City Manager. Insiders state that Brown and Ashley Woodson, an Albion college employee have made inquiries as to what are qualifications for the manager position. It is unknown if Woodson is also interested in the manager job.

The alleged plan has Keena Williams, (CLICK HERE FOR AN ARTICLE WRITTEN LAST WEEK ADDRESSING WILLIAMS CAMPAIGN FINANCES) This story shows a link between her campaign and a former college board of trustee chairman, Williams, a long time Garrett Brown supporter and a former employee of the college, defeating Albion Mayor Victoria Garcia-Snyder and getting elected mayor of Albion, that would guarantee control over council meetings. The plan is also said to include the firing of other senior staff in City Hall including Public Safety Chief Scott Kipp. Kipps ouster would see current Deputy Chief Jason Kern being made Chief.

One employee of the city stated they feared mass firings from Brown as he would then put his own people in positions of power. They went on to say, “Garrett has issues and thinks he can run the city like a dictatorship”. The main concern from employees we spoke with is those behind the alleged firing of Snyder, have the votes to do so, with or without Williams being elected.

What to do Now?

One employee said, “there is nothing that can be done to stop this. Monday night, or in a meeting in the near future they are going to fire Haley”. “They already have the minimum four votes they need”, they said. That appears to be the one common thought among employees in Albion. Another said, “it’s going to take a large showing of support for Haley”.

This writer’s opinion is the public may not be able to stop the process or the vote but can show up like it has done in the past for Sheryl Mitchell and for Snyder. You might not be able to stop them but you sure can make them uncomfortable. Show up Monday night, Vote Tuesday.

Ask questions: Why is the college hell bent on getting involved in the city government? What do they get in return? Who on council benefits for their involvement in something that is nothing less than a coup? Show up Monday night and ask questions to hold council accountable.

Mayoral Race Gets Funny Money?

Albions Mayoral race has been well contested by two candidates who seem hell bent to get the job. Victoria Garcia-Snyder running as the incumbent and political newcomer Keena Williams who wishes to unseat her. Snyder who has received the endorsement of City Watch NEWS has conducted herself as a fine Mayor for Albion while representing the city and conducting meetings with a council filled with former Albion College Mathew Johnson and former Albion Mayor Garrett Brown cult followers.

It’s no secret that Williams worked at Albion College during then President Mathew Johnsons, short thankfully, tenure. She was originally hired by Maurie Ditzler another former Albion President. It Always comes Down to This – Follow the Money

City Watch interviewed both candidates prior to our endorsement. We asked each candidate if they were up to date on their financial filings with Calhoun County Elections. Williams and Snyder both said they will be soon. We then asked: Will you supply me names of individuals, organizations and companies who have donated a total of $200 or more to your campaign?  If not, remembering ultimately those are available after the election via Freedom of Information Act (FOIA), why not?  Snyder agreed to turn over the information whenever I needed it.

Williams reply was: “— Donations continue to come in almost every day, and I am grateful for that. In order to ensure that you have the most complete list of contributors to my campaign, I would encourage you to FOIA that information after the election”.

Well after the election is a grand idea if you think that your donors may raise eyebrows. Yesterday, City Watch NEWS submitted a FOIA for the financial records for both Williams and Snyder and this is what we found.

The Williams campaign had submitted their paperwork on finances and the Snyder campaign had yet to submit theirs but had asked for and received an extension. City Watch was already aware of Snyder donors as she supplied them to us. As this author went through the list of donors of Williams one name stood out. That was Michael Harrington of Carmel Indiana. Does that name sound familiar? It should. Harrington is the former Chair of the Albion College Board of Trustees. Harrington was leading the Board during the Johnson debacle and is widely credited in forcing the board into hiring Johnson. Even when questions of Johnsons recent demotion prior to coming to Albion College caused concern. Harrington resigned suddenly earlier this year from the Board of Trustees.

Harrington donated $1000.00 to the Williams campaign on August 30, 2022. It was Harrington who snidely stated to Dick Lindsey that Johnson was not going anywhere and that he had the support of the board. Later Johnson would resign in disgrace. Harrington played an active role in making sure that the college does not apologize to Hazel Lias regarding Johnsons treatment of her. It is worth noting that Lindsey has donated $200.00 of his own money to the Williams campaign as well.

There are other notable contributors to the campaign. George Harvey of Ypsilanti gave $1,050.00, and Williams herself has donated over $1,200.00 to her own campaign. For the reason of fairness, the Snyder campaign received a $1,000.00 donation from her mother-in-law Barbara Snyder plus William and Karen Dobbins gave $500.00 as the second highest donor. These were the top donors for her.

Why the Need to get Williams Elected?

City Watch has spoken with several sources over the last few months and some disturbing concerns are coming to light. There is an effort now to eliminate current Albion City Manager Haley Snyder and replace her with either Garrett Brown or Albion College employee Ashley Woodson. Williams is a friend of both, and both have served as advisors on her campaign. It is no secret that Brown has long wished to “lead” Albion. As City Manager he would be able to do that and having Williams as Mayor gives him complete control of council agenda. Why would the college care about Williams getting elected? Well, she along with other members of council have been vocal about their blind support of Mat Johnson, the former President. A College cozy council will give little oversight of the college actions.

Johnson has been very active in the community since his disgraceful exit. Sources claim he calls several times a week to speak to current Interim President Joe Calvaruso. Why either needs to talk is concerning and more proof that Albion College needs to find a Johnson successor as soon as possible.

Mayoral Candidate Keena Williams – Let’s not Forget her Involvement with Mat Johnson

As Hazel Lias was dealing with the trauma of a December 12, 2021, incident with the then President Mat Johnson of Albion College getting in her face yelling and telling her to deal with an incident, she had no idea what he was talking about. Johnson and his cabinet had a plan, that was tell the public an entirely different story. Meeting in the days after the event involving Lias the entire cabinet had the plan, which simply was getting Johnson’s version out.

In the days after this event Keena Williams, then an employee at the college and a member of Johnsons cabinet and Ashley Woodson, another member of his cabinet would arrive at Hazel Lias front door to comfort her and offer her support if she needed it. During the visit they were asked about the laptop computer that they brought, and the reply was that they would be willing to help her write a response to the situation. Lias refused the offer and would hold a tell all press conference in the days following that told an entirely different story than what Johnson was sharing.

Johnson would ultimately go to the press and tell a story and basically, he was calling Lias a liar. The internal email below is from Kelly Finn then the Chief of Staff for Johnson. It is worth a read again just to see what was happening at Albion College.

There is no secret that Johnson has the desire to return to Albion College and that he, according to several sources is in contact with current Interim President Joe Calvaruso. City Watch has heard from several sources that Johnson has contact with Williams’s campaign as well.

Voting on November 8th is important, voting for Vicky Garcia-Snyder as Mayor will be critical.

Dear Board of Trustees,
I am writing to clarify the events over the last few days and to provide context for all of you.
The events began last Friday when a small group of students (about 30) assembled on the Quad to protest the way the College had handled a student m3qental health issue. That issue led to the student being advised that they should take a medical leave to seek the care we were unable to provide. Leroy handled the issue expertly. However, the student claimed she was mistreated by the College and misrepresented what took place which led to a demonstration on campus. We made the decision that Dr J would not attend the demonstration and hold space for Leroy to lead as VP of Student Development. Dr J did not attend.


Three off-campus individuals came to the demonstration after having publicized it in the community. Those three individuals were:

  1. Morris Arvoy, a former employee of the college who was involuntarily separated from the College when Bob was hired or thereabouts. He has been one of the members of the community agitating on social media. 
  2. John Face, a local blogger who has been providing misinformation for months.
  3. Maurice Barry, a member of the Black community who often interacts with students.

As reported by Leroy and Ashley, who stood outside with students for over two hours, the three individuals from off campus were contributing to the escalation of the demonstration in a variety of ways. The escalation became so caustic that Leroy was personally attacked. That evening and over the weekend, Dr J reached out to Leroy to support him. Late Sunday he wrote Dr J a long text expressing his appreciation for the support and sharing that over the weekend he had considered resigning because of the attack on him. He finished that message saying he was now in a better place and looking forward to the Cabinet retreat that we were heading into on Monday and Tuesday. 


On Monday at the Cabinet retreat, Dr J made space for Leroy to share about how he felt with the team. We processed it together as a Cabinet for about 45 minutes or so. He said he felt affirmed by the support. We lightly discussed as a team that there needed to be a more proactive approach to managing the off-campus participants but moved into the retreat proper. Dr J discussed privately with Leroy and Keena and me the possibility of banning them from campus. We all agreed to think on it for a few days as we were away at the retreat anyway.


On Tuesday we all came home from the retreat in the evening. Dr J went directly to the basketball game to say a few words about Jeff Weedman’s generous gift and the dedication of the game. After the halftime events, Hazel Lias approached Dr J and asked about the t-shirts that were made for the game. A limited number were made and they had all been given out. He retrieved the one that was designated for him from the bleachers and held it up, handing it to her. As he did, he asked her for help with addressing Maurice’s part on Friday explaining that he didn’t want to overreact. Hazel had offered to Dr J to call on her for help at any time and he was trying to ask for her help. She said to him that she would take care of it and they parted ways on what he thought was a positive interaction. Joe and Donna Calvaruso witnessed the interaction.


Nevertheless, his words, actions, and perhaps tone offended Hazel. She reached out to Marc and told him so. Marc informed us of that on Wednesday morning and Dr J asked for his help and guidance as well as Keena’s with making amends. Dr J also texted an apology to Hazel immediately. She responded and asked for a one-on-one. Dr J apologized in that meeting and she said she accepted the apology and forgave him.


Today, at 6 am Hazel called Dr J to assure him she did not have anything to do with the social media reports, that she will do her best to correct the record that he never touched her, and that she will tell anyone that she has forgiven him. She also asked that we share the same with anyone who asks. 


We met with the Cabinet this morning and we discussed the situation. Marc is very upset by it as he has familial and other connections to Hazel. At one point he excused himself from the meeting. Keena explained to the cabinet that because of community expectations Marc may feel he has to leave Albion because of his responsibility to support Hazel even though she has accepted the apology. Dr J asked the team to step forward as a team and work together on this as Dr J cannot lead the response because of the role he played and the issues being litigated in public. 


We met as a team after our earlier conversation, talked through the issues and agreed to work together with the best interest of the College in mind. At the same time, Keena and Ashley met with Hazel to discuss the issue and a shared way forward in relation to the situation in this community that this creates. Keena and Ashley will lead our response related to the community.


Susie and I will work with Mike to determine what our response from a communications perspective should be. We will bring in outside consultation as needed. While Dr J is deeply concerned with resolving this situation appropriately, he and the team have all agreed that he cannot be the public face and voice of these efforts given his involvement. I will work closely with the Board and Cabinet to ensure our shared strategy reflects the Board’s vision and in close consultation with Mathew.

Happy 5th Anniversary City Watch NEWS

Five years ago today, City Watch NEWS was launched by this author. I originally started to report on the sudden resignation of then Albion City Manager Sheryl Mitchell Theriot. Theriot would end up rescinding her resignation and staying after citizens stood up at a council meeting demanding council refuse to accept her resignation. It was a time of turmoil in Albion which motivated me to start looking into what was happening in Albion and boy did I have an eye opening.

Unfortunately, Theriot would eventually leave Albion for work on the east side of the state. Those who were causing her trouble were then Mayor Garrett Brown and the city council. The council would then go forward and hire eventual felon that stole money from the city and Brown would be voted out by a landslide as Albion voters rejected his treatment of Theriot and others in Albion.

City watch moved forward reporting as best we could on events and other stories here in Albion. We were blessed to have many supporters who were constantly giving encouraging words and sometimes a “pat on the back” when needed. Now understand we have our critics. Some of those went so far as to make death threats if we kept reporting on specific topics. Well, we are still here reporting.

So we take pride celebrating our 5th aniversary. We are still here, still reporting what the others won’t.

Romana Saldana, age 90, of Albion, Michigan passed away on Wednesday, October 19, 2022.

A visitation for Romana will be held Friday, November 4, 2022 at 10:00 AM at St. John Catholic Church, 1020 Irwin Avenue, Albion, Michigan 49224, followed by a memorial mass at 11:00 AM.

BREAKING: Mona Saldana AKA Monas Tacos has Died

City Watch has confirmed that long time Albion matriarch Mona Saldana has passed away. Not much is known other than she has been ill recently. City Watch will post more as we get information

Mona and her family have done tacos for the Festival of the Forks for over 50 years and is a beloved member of the community.

BREAKING NEWS – Funeral Home Director J. Kevin Tidd Dies

City Watch NEWS has learned that long time businessman J. Kevin Tidd lost his life as a result of Hurricane Ian on Sanibal Island. City Watch confirmed this information with Tidd’s’ friend Craig Kempf.

Tidd was the founder of J. Kevin Tidd Funeral Home located in Albion MI. He is being returned to Michigan and arrangements are pending.
